About Clark County Equity Coalition
The Clark county Equity Coalition is a grassroot effort that was born out of a group of parents and grandparents of children from Clark County and surrounding areas who live and/or work in Clark county.
Proactively, we joined together with a common cause to partner with the Board of Education, The Prichard Committee and the Clark County Schools to be a resource to the educational system, parents and the community and most of all our children.
It is our belief that, “If you’re proactive, you focus on preparing. If you’re reactive, you end up focusing on repairing.” ― John C. Maxwell. This is our approach. We do not want to wait for an incident to act. The Equity Coalition would like to have assistance in place, be of service, and create brave spaces to have difficult conversations. Our approach to this great work is realistic. We understand that we do not all have to agree to move forward. We all have biases, but at the end of the day we are all working towards the same goal.
Members of the Coalition share the goal of advancing equity in all their work. We commit to creating accountable, welcoming, and inclusive spaces by living out and practicing the values, beliefs, and behaviors we are asking for in our community, Clark County Board of Education, and Clark County schools. Coalition members are at different levels of experience and comfort with working on internal implicit biases.

Our Mission and Vision
The Clark County Equity Coalition is dedicated to fostering an environment where every child receives equal and meaningful preparation for their future. Our mission is to bridge gaps in opportunity and promote active community engagement. We envision a society where equity is the norm, empowering every individual to thrive regardless of their background. Through collaborative efforts, we strive to create sustainable change and inspire others to join us in this vital work.

Donna M. Carter
Board Chair
Donna M. Carter is the CEO and Founder of Carter People Strategy Partners, LLC, where she serves as a strategic leader in people and organizational development. With over 15 years of experience, she has partnered with organizations across corporate, nonprofit, government, and education sectors to strengthen talent systems, leadership capacity, and organizational effectiveness.
Donna specializes in fractional HR leadership, talent management, and leadership development, helping organizations build inclusive, scalable systems that truly support their people. She has guided teams through growth, transformation, and cultural change, designing and implementing strategies in workforce planning and leadership development. Her work is grounded in the belief that meaningful, sustainable change begins with self-leadership, accountability, and a shared sense of purpose.
She works closely with executive teams to align people strategy with organizational goals, bringing a thoughtful and practical approach to complex challenges. Donna holds a Master of Education in Human Resource Development from Rutgers University and is SHRM-CP certified.
Donna is deeply committed to the mission of the Clark County Equity Coalition, rooted in her belief that when people feel seen, supported, and connected, real change becomes possible.

Community Involvement:
Donna is actively engaged in the community through her work with the Prichard Committee of Academic Excellence, Clark County Mental Health Task Force, George Rogers Clark High School Youth Services Advisory Board, and as a Partners in Education Mentor. She is also a member of Lexington Toastmasters #2391.
Personal Note:
Donna has been married to her husband, George, for 25 years, and they have a daughter who brings them great joy. She enjoys gardening, spending time with family, scrapbooking, and serving at her church, Crossroads Lexington.

Vaché L. King
Vice Chair
Vaché L. King is a Project Manager with NTT DATA, Inc., where she works within Global IT, bringing strategic leadership and operational insight to complex initiatives. She is a faith-driven leader, educator, and community advocate with a multidisciplinary background in business, technology, and legal studies.
Vaché holds two master’s degrees in Business Administration and Management Information Technology, as well as a bachelor’s degree in Paralegal Studies. Her professional experience spans organizational development, education, and community engagement, allowing her to approach challenges with both strategic vision and practical leadership. In addition to her professional work, she is an author and Bible teacher, committed to equipping others through truth, integrity, and transformational leadership.
Vaché’s connection to the mission of the Clark County Equity Coalition is deeply personal. Rooted in both her faith and lived experience, she believes that every person deserves to be seen, heard, and valued, and that equity is not just a concept, but a responsibility. She is passionate about creating spaces where people feel supported, systems are examined with honesty, and meaningful, lasting progress can take place.

Community Involvement:
Vaché is actively engaged in her community through partnerships, ministry, leadership, and collaborative initiatives focused on faith, growth, education, wellness, and equity. She currently serves on the boards of Centerpoint Health – Winchester (formerly Clark Regional Medical Center) and Kentucky River Foothills.
Personal Note:
Vaché is a proud mother of three sons—Deané, Driel, and Damion—and a loving “Mimi” to three granddaughters, Karter, Kennedy, and Kerrington. She enjoys reading, writing, and recently published her first book, Driving the Fog. She also loves spending quality time with family and friends, traveling, and trying new restaurants with her husband, Dee.

Meredith Guy
Board Member
Meredith Guy is a licensed Architect practicing in Winchester, Kentucky, where she brings thoughtful design and a strong commitment to community-centered development. Through her work, she contributes to shaping spaces that reflect both the history and future of the community.
As a lifelong resident who has chosen to raise her family in Clark County, Meredith is deeply invested in creating a thriving, inclusive environment for all. Her connection to the mission of the Clark County Equity Coalition is rooted in her dedication to ensuring that every resident has the opportunity to feel valued, supported, and included.
Meredith is driven by a passion for community advocacy, with a focus on uplifting individuals and groups who have historically been overlooked or underserved. She brings a grounded, community-focused perspective to the board, emphasizing thoughtful growth and equitable opportunity.

Community Involvement:
Meredith is actively engaged in Clark County through her service on the Chamber Board, Historic Preservation Commission, Baker Advisory Council for the Family Resource Center, and the Local Planning Committee for Clark County Public Schools. In 2021, she was honored with the Graham Johns Downtown Volunteer of the Year Award.

Meredith lives in Clark County with her husband and their two children, who attend Clark County Public Schools.

Diana Davis
Treasurer
Diana Davis is a Human Resources Manager with over a decade of experience in human resource management and payroll processing. She brings a strong background in workforce development, employee engagement, and organizational strategy, with a focus on building supportive and effective workplace environments.
Throughout her career, Diana has led key initiatives that drive organizational success, including the development of comprehensive training strategies to support the launch of a greenfield industrial plant. She has also designed workforce-aligned recruitment plans and implemented retention strategies that enhance collaboration, engagement, and employee satisfaction through attentive leadership and a strong, visible presence.
Diana’s passion for the mission of the Clark County Equity Coalition is deeply rooted in her experience as a first-generation college graduate. She is committed to supporting and encouraging students as they pursue bright and successful futures. Her dedication centers on creating meaningful opportunities, fostering open dialogue, and ensuring that students feel informed, engaged, and empowered to access the resources available to them.

Community Involvement:
Diana actively gives back through her volunteer work with Read to Succeed, supporting the Black and Hispanic Achievers program, and serving at her local church. She is also a member of Toastmasters, where she continues to develop her leadership and communication skills.

Diana considers it an honor to serve on the Board and finds great fulfillment in witnessing students thrive in safe, supportive environments where they can grow academically, personally, and as future leaders.
Andi Bouchat, LCSW
Board Member
Andi Bouchat, LCSW, is a Licensed Clinical Social Worker and Mental Health Therapist with a diverse professional background spanning LGBTQ+ advocacy, housing and domestic violence outreach, policy development, and direct clinical practice. Their work includes both school-based and community mental health care, as well as private practice, where they support individuals navigating substance use, complex trauma, neurodivergence, and identity-related stressors.
Andi brings experience in systems-level advocacy and program development, having contributed to policy initiatives focused on expanding access to safe housing, affirming services for LGBTQ+ communities, and survivor-centered domestic violence resources. Their work is rooted in a commitment to equity, inclusion, and creating systems that better serve all individuals.
A lifelong member of the Clark County community, Andi attended Clark County Public Schools and now has a child currently enrolled in the district. Their personal experiences navigating mental health challenges and undiagnosed ADHD/ASD provide a deeply informed perspective on the importance of inclusive, supportive systems. As an AuDHD individual, Andi understands firsthand the challenges of functioning within systems that are not designed for neurodiversity.

Personal Note:
Andi lives in Clark County with their wife and their 7-year-old son, who attends Justice Elementary School. Their home is full of energy thanks to their three herding dogs—Zoey, Buzz Lightyear, and Gary the Snail. As a family, they enjoy spending time outdoors, whether hiking, kayaking, or working in their garden.

Andrea M. Tucker, MD
Board Member
Andi is the Andi is the Assistant Professor of OB/GYN at the University of Kentucky College of Medicine/ Medical Director Birthing Center University of KY Chandler Hospital.
Professional Background: Originally from Paintsville, KY and graduated with a BS from Georgetown College in 2001. Worked as a forensic biologist with KY State Police before matriculating to medical school in 2005. Graduated with high distinction from the University of KY College of Medicine in 2009 and from OB/GYN residency in 2013. I worked in private practice at Women’s Health of Winchester until returning to the University of KY and academic medicine in 2020 where I’m currently the Laborist division director and Medical Director of the Birthing Center.
Connection to the Mission: As an obstetrician, I witness inequity every day. Who is believed, who receives quality care, and who is given the benefit of the doubt. The disparities I see in my practice don’t begin in the hospital. They begin long before, rooted in the unequal educational experiences that shape health literacy, economic opportunity, and generational outcomes for families in our community. That is what drew me to this coalition. I believe that what happens in our classrooms determines what happens in our communities for decades to come.
What She Brings to the Boards: I have a background in quality improvement and change science in healthcare and can use some of the same skills to foster change in our local schools. I am committed to bringing my clinical perspective, my daily proximity to the consequences of inequity, and my deep investment in this community to the work of this board. Ensuring every child in our school has an equal opportunity to thrive is not just a mission I support, it’s one I feel called to.
Personal Note: I currently reside in Winchester with my husband Heath and we have 2 daughters, Addy 22 and Mollie Grace 15. In my spare time I love to read (historical fiction is my favorite genre) and run (slowly).
